DC++ KILLING Internet Connection

I just formated my computer. I reinstaled DC++ but every time I run DC++ 0.674 my internet connection drops slowly. Uploads are slow as well.

Please find a solution for me, I'm dependent of DC++.

Talk to your ISP to rule out any connection quality issues and peer to peer software throttling.
Plug your computer directly into your broadband modem to rule out router issues (if you have one).
Describe the problem more accurately. Test with one hub, one upload and one download a few times to see if it ever stays steady.

When I refer to the internet connection I refer not only for DC++''s connection. All my internet connectio drops slowly. I cant even view a web site page normaly. I dont have any router or something like that. Only a broadband with USB. Everything was fine till i formated my computer. Last few days I formated again hoping that the probleam will solve, but with no result. I watched the dowloads and uploads and they are both in total limited about 2 KBPS.

Could my ISP block my P2P program, should I call and ask what's the problem ??
