can u teach me how to set up an auto-reply? and is there a way to send an automatic message to every who downloads my file list?

Auto-reply? If you mean an away message, type /away <message> in a chat somewhere, example "/away I am not here.".
As for the second question, not with DC++.
And if you want to do what i think you are, disclaimers are useless anyway.
