windows vista question, plz help dis n000b

i've got the latest build of vista (5342) and for some reason, when i try connecting to someone's file list it will just say "connecting..." and then go to "connection timeout"

as far as i know, my port forwarding is all right. when i get back to my house i'll take a screenshot or something if you all want....

i can connect to hubs just fine. this isn't making sense to me. i've tried both of the latest versions and i get nothing.

any ideas?
