DC++ Target Machine refused connection

Help.

trying to connect to pao-bhangra.com and i am getting the following error *** No connection could be made because the target machine actively refused it. what is happening?

I have access to other hubs, full internet connection, and the port is visible.

The hub software is probably not running, but the machine is on.
