I have XP Home Ed which doesn´t support duplicate monitors, that is needed if I want to watch my dvd/mpeg/other on regular TV. I have the cables and Nvidia GF FX 5200 (TV-out) and all so it´s very frustrating...
plug the cable in video card,
plug the other end in your tv,
make sure the tv is set to the right input, ex: video1, video2,video3, etc...
make sure no other other video signal is sent to the same input,specialy dvd din cable(it as precedance on composite signal).
then look in your video card setting to activate tvout.
if it's not working test with a shorter cable, move the puter next to the tv if needed.
the FX 5200 need to be at a set display setting before you could even get access to tvout settings.
look in your manual for display size and colors setting that it will work at.
those kinds of change need a windows restart to take effect for tvout.
