I've checked access.xml and this is what it shows:

Yes, there's a slight problem in the ip range code, try adding another range that has one second less but same size (or a little bit smaller size)...

and btw, you should always be able to login as an "allowhenfull" user...

odd I didn't change anything but rebooting fixed it. I had tried restarting the hub (running as a service) before but that didn't fix it.
