am I missing something, or is there no hash_map of all registered users?
this would be useful for:
1) an +isregged <nick> command. currently, you can only see if someone is registered by either overwriting him or removing him.
2) an +loadfromdisk command. upon AccessManager.load() the memory is not cleared, but instead everything from disk is added. what I'd like to do is empty all lists (which can be done for bannedIps, allowedIps and bannedNicks, but not for registeredNicks), and then load.
3) not so useful, but maybe one would like to see someones userlevel and password.

4) so a SIGHUP/SIGUSR1 signal could be implemented to reload access lists.
possibly you've made a mistake setting some access rights, or someone with the same rights removed you, then you as the owner would want to prod the prog to let you back in.
