sometimes i want to send a specific file to another user, maybe DC++ can have a feature so i can drag and drop a file in a PM window, that file can be hashed and add in the other user queue (with an option to start download inmediately without queue).

No, DC++ can't do that.
What you can do is open your filelist, right-click the file you want your friend to get, and then copy the magnet link (if you're using DC++ 0.4032 or later). Then just send that to him in mainchat and he can click on it to search for the file.
Or just give him the TTH, even simpler
