speed checker option

to the dc++ team
i would like to an option thet checks download speed
and if thet download speed is less then a certain speed thet was defined by the user it will automaticly skip to the next uploder
thet way if an uploder of some sort of file thet being uploaded to you
is dissconnecting during night download the softwere will search for a diffrent fast user it will check the current upload speed of those users
thet have open slots at the moment until she'l find another user
and if she'll not find user who's speed matches the one thet was define
will wait lets say 10 minute and then recheck all users thet on the alternate uploder list
10x in advanc.
