these hubs are all pinged by [rug.nl]Pinger from 129.125.102.221,
the source list is aDe/mo's list + my previous list,

assuming that my cron jobs work fine:
- the pinger should visit the hubs 4 times every day
- hubs that have not been seen those 4 times are not listed
- the downloadable list is refreshed (with averages from the 4 visits) every 24 hours (which might give some incentive to add http HEAD/Last-Modified stuff into dc++)

blacklists have not been implemented yet,
but if I discover serious faking, I'll start one

if you wish not to be pinged, just register the nick [rug.nl]Pinger, and you'll be gone from the next list

- don't complain about user/share count being wrong, a couple of hubs out there send other stuff between myinfo's at login... this improves login speed, but makes accurate pinging difficult.
- if you run an nmdc only hub (disallow <++-tags), you won't get pinged either >:-) -- I had to make a choice between nmdc-only-hubs and dc++-only-hubs
