got a router or modem/router ?
seem like DNS is not resolve, your puter/router public IP has change update it at no-ip or
connect to your hub with puter IP that run the hub, or if same puter use localhost (127.0.0.1).
this ---> vandel405.dynip.com ? do not try to change it.
the place you need to put your addy is in "My IP Address" box

use this to update your addy no-ip DUC
witch DNS provider did you signeup with ?
the IP you put in "My IP Address" box is the IP that will be report to the hub list, must be your truth IP(updated addy) or else people won't be able to connect to your hub.(excluding you, you can always connect, with puter IP or 127.0.0.1 if DC run on same puter the hub run)
don't misstake puter IP with public IP you will always be able to connect with the first, but not always with the second.(you won't have one if not connected to internet)
how many puters connect to your DSL modem ?
