Download/Upload only for registered users?

Hi, everyone

I've created a Hub and i'm the Op in here.
I'm running ptokax with some scripts like Robocop.

I'm looking for a script who will allow Download and Upload only for registered users (can't register themselves:They have to message me). But not registered ones could chat and search for file.

I've already seen this script in some Hub, but don't know the name.

If somebody got a name or could tell me how to do it...i'll be thankfull!
