Welcome message to user, but not in private message.

I want to know if it exists something like: colUsers.SendChatToUser ?? or currentUser.publicmessage. The Idea is:

I want to send a welcome message to user, depending of tha amount of Gb shared. For example, if user shares a lot, then it displays "Welcome user X, you are sharing xxx Gb, you are a supreme master leecher"

But, I want to display it, not in a private window. I want to display it in the main chat, but that only the user could see it. (like onjoin message).
