I ask this, because if I want to get something large in a reasonable time and I am downloading this one thing from many different users (depending who is online and has open slots), then some people with slow speeds would stand in the way as I can only download from one user a time. I would rather wait for an hour or two until someone with an reasonable upload speed becomes available, than to block the slot with an ridiculous connection with which it would take 1000 times longer for the download to finish.. I cannot be behind the computer screen at all times either to remove those traffic-blockers manually from my queue.
For example, if I download with person A with 50KB/s and after a while person A goes offline. Then DC++ would automatically search for a alternate source and finds person B who has blocked his upload somehow or has a a crappy connection. The progress would virtually stay at standstill (especially if we are talking about large files) for as long as the connection remains active. But, if there would be a way not to accept the file from person B and wait an idefinite amount of time until person C gets a free upload slot with lets say 10KB/s and it would start downloading from him instead, the progress would be much-much better.
