Hey.
I'm using Netlimiter and it works fine as a bandwidth limitation tool - but it seems to block certain things, for example it blocks the network between two computers, it won't allowe share folders, etc.; something like a very strict firewall. Does anyone know how to fix this?

Uninstall it. It's buggy and causes a lot of programs to crash
You can get around the restricting speed through your lan, by not using the global restriction stuff, just do on a program level. or take it even further and do via ip.
As for certain folders not being share, that will have nothing to do with netlimiter. more likely windows.

When i installed the newest netlimiter, a bunch of stuff got messed up and even after i uninstalled it nothing is back to normal Some things that happened are now my theme is set to windows classic and i cant change it back to XP, Soundcard is no longer being recognized, and after i click login it takes minutes instead of seconds like it used to.

it looks like you are the victim of a virus or trojan in a hacked net limiter version.
try running a good anti virus program like avast...
