I need to find dc++ with operator commands that works

Im not really sure what you mean but DC++ is working on Win98 also, OR if you mean that you will have the source files you can dl that too:
dcplusplus.sourceforge.net

Which ones have you tried? DCDM springs to mind, but I have no idea if it runs on 98/ME.

i try a lot of different dc's

but i want to know if anyone have or try something like zion blue, strong, dcdm

the last editions of the upper progr dont work with win98

with dc++ 674 i am working fine till now.

but i need to made some auto checks that why i ask for an dc with op, admin comands
