RQ: "Minimum Download Speed to Start New Download"

I'd like to be able to add a rule for a minimum download speed put on the peer before a new download is maintained. For example, if I set the rule to 100 kbps, the application should not start downloading from somebody at a rate of 5 kbps, which takes up an unnecessary slot.
