Minimum download speed

Hello!

I think, that it would be great, if you would add a feature, that would set the minimum download speed, so if the download goes bellow that limit, dc would automaticly switch to another download source.
I love dc++ for it's reliability, but speed is sometimes the issue. If I leave dc alone for a while, it often happens, that the download speed for a file drops bellow 1kb/s, and that it stays that way for hours. The limiter would really help, and I hope, that it's not that hard to implement it, so it would appear in a near-future version.
