ADCH++ bans

started a few additions to the access.lua script to handle bans, to see current commands send +help.

Sounds interesting poy. ADCH++ currently lacks a lot of features. Perhaps people will test it and why not, be included in the official repository.

it's in the repo now (plugins/Script/examples/access.lua), so this patch is obsolete...
